Please be reminded that our Annual General Meeting will be held on 27th December, Sunday, at 2 pm, at the Cultural Centre Main Hall.  All the financial members of HSV are invited to attend the meeting

The AGM has been postponed twice due to COVID-related restrictions with substantial financial costs.  Now, your attendance is vital at the AGM to ensure quorum, conduct the necessary business and elect the new Management Committee for 2020-21.

Explanatory Note and Reason for resolution
The constitution of the Society provides for Life membership and Annual membership. During the formative years the Life membership of the society expanded gradually over the time as was the case with annual membership. However, in recent times it has been observed that in certain years the applications for annual membership were unusually large and often not renewed. With a view to ensure that the activities of the Society continue to be in the spirit and in fulfilment of the objectives of the society the following resolution is being presented for the consideration of the membership.

Resolution

This house directs the Management Committee to, until further notification, restrict the intake of new members in the annual category during a calendar year (membership year) to a maximum of twenty-five members (25) and to be approved by the management committee as per the constitution, effective from 1 January 2021.
Annual members who are financial on 31 Dec 2020 will continue to be members as long as they renew their membership before 31st March 2021.

Resolution for Candidate Profile Statement

Resolutions for AGM 2020

Dear Secretary, please include the following resolutions at the HSV Annual General meeting for 2020. This resolution is approved on 08th of November 2020 and submitted on behalf of the Management committee of 2019 – 2020.

Explanatory Note for Resolution

Last year (2019) at the AGM a resolution was passed by the house that, a candidate may provide a profile statement of maximum of 200 words with the Returning Officer for Printing in Panchavati, distribution to members by email, for inclusion in the postal ballot pack sent to voters and in addition, publish in HSV website. The candidate can include passport size photograph. If a candidate does not wish to provide statement, the Returning Officer must include such advice in the communications. Candidates of uncontested position also allowed to provide statement. The statements must be distributed via Panchavati & email 28 days before the election and included in ballot pack sent out for postal voting.
The candidate statement must be accompanied by a signed and dated declaration by the candidate that states:

I declare that my candidate statement is true and correct, that it does not contain matter that may mislead or deceive a member in the casting of the member’s vote.

The following problems are experienced by the Management Committee:

Candidates profile statements are requested to provide to members in 4 ways.

1. With the postal ballot papers. 2. Printed in Panchavati and 3. HSV website. 4. By email.

  1. Hindu Society of Victoria does not hold the email address of all the members and therefore cannot be emailed to all the members.
  2. The candidate statements are sent to the Returning Officer and therefore Secretary has no access to the profile statements to review for any misleading information and this contradict with the role of the Secretary as per the constitution. (Reference to Clause 9.m and 18.g)
  3. Due to this resolution the additional cost to HSV can be in many thousands of dollars. Based on 2020 election the approximate cost is in excess of $7,000. This cost includes printing, posting and labour cost by the Returning officer.

Proposed new Resolution

A candidate may provide a statement of maximum of 200 words with the Secretary to publish in HSV website. It should be published in HSV website 28 days prior to the AGM date and the website link details shall be provided in Panchavati AGM issue 1, with the election notice, normally sent to members 8 weeks prior to the AGM. Photos shall be published in colour.
If a candidate does not wish to provide statement, the Secretary shall include such advice in the communication. Candidates of uncontested position also allowed to provide statement.

  • Nomination for Management Committee Positions : CLOSED on Friday 10th July 2020.
  • Candidate profile statement submission : CLOSED on Friday 31st July 2020.
  • (Note: Profile statement is not a MUST but an option for the candidates.)
  • Application for Postal Votes :  Submit your completed application to reachnBANKS GROUP not later than 4.00 pm on Monday 16th November 2020.
  • Postal Voting (ballot papers) close :  Submit your completed ballot papers to reach BANKS GROUP not later than 4.00 pm onWednesday 16th of December 2020.
  • Motions under any other business Motions shall be submitted to Secretary (to reach) not later than 4.00pm on Friday 27th November 2020.
    Note: Due to the Government restrictions for COVID – 19 Pandemic, some of the dates are subject to change. Members will be notified.

GENERAL INFORMATION FOR CANDIDATES AND MEMBERS
➢ In the event of an election, all financial members as at 31st March 2020 are eligible to vote.
➢ Members applying for postal ballots are required to indicate their member number in the space provided for it in the postal ballot application form. The member numbers are printed on the address label of Panchavathi.

The Constitutional requirement (Clause 13(D)(i)) with regard to quorum at the Annual General Meeting is as follows:
➢ No business shall be transacted at the Annual General Meeting without the appropriate quorum.

When the meeting proceeds to business, save as herein otherwise provided, twenty (20%) percent of the members present in person shall form a quorum.
If after one hour of the appointed time there is no quorum the meeting shall proceed to transact business provided at least fifteen (15%) percent of the members or 175 members, whichever is less, are present.
If the reduced quorum is not achieved the meeting shall stand adjourned to such other day (within one month of the date of the original meeting) and at such other time and
place as the management committee may determine. At such an adjourned meeting there shall be at least fifteen (15%) percent or 175 members, whichever is less, of the members of the Society present in person to constitute the necessary quorum for the meeting.

For the purposes of the quorum, husband and wife will be counted as separate members attending.

APPLICATION FOR POSTAL VOTING

If you have applied for postal voting previously for 2020/2021 election you don’t have to reapply. existing postal applications have been retained and ballot papers will be issued.

Please note that BANKS GROUP requires individual application for each member applying for postal voting. In the case of family membership there should be two separate applications in the event both husband and wife apply for postal voting. Photocopy of the form provided are acceptable.

Submit your postal vote applications to reach BANKS GROUP not later than 4.00pm on Monday 16th of November 2020. Please mail/deliver the completed postal vote application form to BANKS GROUP, 801 Glenferrie Road, Hawthorn Vic 3122 in an envelope marked “HSVVoting – 2020*”. Alternatively, postal vote application form can be faxed to BANKS GROUP on 03 9815 1899, or emailed to “J.Peterson@banksgroup.com.au”.

POSTAL VOTING (BALLOT PAPERS) CLOSE

Submit your postal vote ballot papers to reach BANKS GROUP not later than 4.00pm on Wednesday 16th of December 2020. Dear members,

Due to COVID -19 restrictions in Victoria the Annual General Meeting (AGM) of the Hindu Society of Victoria will not be held on the 18th of October 2020. The minimum required quorum for the AGM is 175 and the current restrictions for public gatherings may not be eased to 175 or more prior to the scheduled AGM. Once the restrictions are eased, members will be advised the date for the AGM.
